feat: 统一日期格式并完善多个功能模块

- 为多个视图的日期选择器添加统一的 `format="yyyy/MM/dd"` 格式
- 在车辆管理模块中集成车型的增删改查后端 API
- 在免密支付策略模块中集成后端 API 并调整表单字段
- 为多个下拉选择组件添加空状态图片及错误回退处理
- 更新路由配置中免密支付策略相关页面的标题
- 优化 API 函数参数拼接方式及代码格式
