chore(scripts): reset-test-db.ps1 补 UTF-8 BOM，Windows PowerShell 5.1 才能解析
这个脚本是 UTF-8 无 BOM（同目录的 run-server-tests.ps1 是纯 ASCII），Windows PowerShell 5.1
会按当前代码页解码，中文注释被拆出畸形字符，报「语句块或类型定义中缺少右"}"」——也就是说
`run-server-tests.ps1 -Reset` 这条路一直是不可用的，只能手工清库。
加 BOM 后 5.1 按 UTF-8 读取，脚本正常解析；用 `-Database talent_card` 验证过守卫提示能正确打出
（拒绝重置开发库）。逻辑一行未改，只动了文件头的三个字节。
